Over the past several decades, local capacity development (LCD) has played a central role in helping countries move towards democratization. Despite its recognition in the field of social development, LCD approaches to promoting change have been heavily criticized for their ineffectiveness in promoting sustainable change for local communities. Based on field notes, the paper addresses challenges in promoting local capacity development, and proposes a new approach to civil-society organizations (CSOs)’ local capacity development within the Moldovan context that will strengthen democracy
