The constitutional right of the citizens to take measures in social work is based on the idea that the decent living is proprietarily achieved by protection. Alongside with the individual efforts to ensure self welfare, the State needs to get involved significantly in cushioning the life conditions of its citizens so as the civilisation standards and life quality are respected.
