During the communist time the social work services were focused on residential type institutions (homes for children, home for elders) where the life conditions were not quite humanistic. After the communism fall the public authorities tried to adopt certain measures to change this situation but the resources were scarce.
After the communist fall we witness a series of changes in the social work network where the transition is being made between social system of the state towards different means of financing and implementation of other services.
The public-private partnership is one of the proposed solutions to improve social work systems.
