The crisis that marked our economy in the 90s, the inflation and unemployment have determined the lowering of living level and reduced the capacity of protection system for the categories of population at risk. The social security system dealt with two contradictory tendencies: on one hand, the restriction of financial resource given to social protection system, and, on the other hand, the increase of social protection needs as a consequence of the increase of the people that required help. Under these circumstances, most of the people included in the social security sphere (retired, unemployed people) are poor.
