This new approach of the social problems, and also of the social policies in the area of protection and social work brings great chances to increase the efficiency of the support of people in need. Starting with the general requirements of an integrated coherent social policies, policies centred on the coupling of the efforts and of the financial resources from the social work system, whose principles were formulated a very long time ago by numerous research studies, national reports planned in the academic environment, the present Government thought of the new structure of MMSSF on the basis of a modern vision in order to eliminate the loss from the social work system, owed to the fragmentation of the support politics and to the dispersal of social work services to numerous ministries and governmental agencies.
