 Social Services, European Union Instrument in Combating Social Discrimination and Exclusion

Article 13 of the Treaty of the constitution of the European Union (The Amsterdam Treaty - 1999) stipulates that the European Union “can adopt all the necessary measures in order to dispute any form of discrimination based on sex, human race or ethnic origin, religion or religious beliefs, disability or sexual orientation”. On the basis of this foresight registered in the Treaty, the European Commission has adopted a set of regulations through which it establishes on a community level the principles, the orientations and the main directions of action in order to outrule any form of discrimination, to dispute poverty and to marginalize, to promote social inclusion, the non-discriminatory access of every citizen to social services assured at local and national level.
