For the last decades the focus was on poverty. The western economical system ensured a satisfactory welfare level for the majority of the population. Along with the prosperous population there is a poor population segment due to the fact that the economy could not absorb the entire labour force. Poverty was first of all associated with lack of financial resources. Under these circumstances, the poor segment could have been supported with a financial help to reach the minimum level of life characteristic for the entire society.
