If the term of welfare state appeared as a consequence of the industrialization, at the end of the 20th century, now, in a globalized world, social policies rediscover the potential of local communities and the role of innovative initiatives. As Peter Drucker said "we need an entrepreneurial society in which innovation and entrepreneurship are normal, steady, and continuous” (Drucker, 2007, 245). As a research field, social entrepreneurship is still in its infancy. There are no solid theories yet emerged in this field. Social Entrepreneurship is a process of recognition and relentless pursuit of all opportunities to create social value. This type of socio-economic action is characterized by innovation and resources oriented actions. Social entrepreneurs combine the business thinking with the nonprofit approach in order to develop strategies to maximize social impact. Because rational management applied strictly in economic terms often proved counterproductive in terms of social needs and expectations, and because the state has proved its limits in the fight against social exclusion, we need new ways of improving quality of life and social entrepreneurship might be one of this ways.
