The phenomena of juvenile delinquency amplified in the transition time, the official statistics showing an annual growth of the number of minors and youngsters that come into conflict with the penal law, with crimes committed against property, life and people integrity or social companionship norms. Significantly is the fact that starting with 1990 the number of convicted minors grew five times, from 1983 convicted minors in 1990 to 11,196 convicted minors in 1998, and starting with 1999 we can notice a gradual diminution of sentenced minors.
