Huge critical signs appeared especially after 1989 regarding the situation of children who spent prolonged periods of time in shelter institutions are focused on the idea that their chances in becoming capable to reach maturity and live an independent life are minimum. There are some specialists who consider that prolonged institutionalisation started at early ages have a deep altering regarding life competences of children and it leads to addiction and definite social marginalisation.
On the other hand, the developed pilot programs in favour of supporting youths for social – professional integration have poor results. Every year, many youths who leave institutions are confronted with situations of professional non-integration and social exclusion.
