Local authorities are key actors in implementing active inclusion policies. Economic and social transformations are challenging cities and regions. New strategies are needed to adapt to a changing environment and improve the quality and effectiveness of social services. Holistic policies are proposed as a method to tackle complex and multidimensional social problems. Case management and network policies may thus become important for the further development of services. The practical implications of this strategic approach are exemplified in the field of local employment policy. Participation in transregional and transnational networks by policy makers are recommended as means of mutual learning and disseminating good practice.
