In order to answer the multiple requests explicitly formulated by the Law 116 from March 2002 regarding preventing and combating social marginalisation is necessary to think about the content of this law from the legislative system point of view regarding assistance, protection and fulfilling universal human rights, as well as the context of implementation mechanisms that highlight the process of institutional development and certain programs centred to support those who are in need at a certain point. Social policies of support for vulnerable people and groups must be integrated into a coherent policy to prevent social exclusion.
