The representative of The United Nations Children's Fund or UNICEF is being present in Romania even since 1990, just after the violent political regime change in the late 80s. The collaboration between UNICEF and the Romanian authorities was initially materialized in two biannual urgency programs. The analysis of the political, economical and especially social context during the first years of the last decade of the 20th century have shown on one hand the onerous dimensions of the inheritance left by the communist regime, and, on the other hand, the passage from the communist authority towards a political democratic society and a liberalizing economy which presupposed extremely high costs and an horizon of time larger than previously given during the post-December euphoria.
