One of the weaknesses that can be attributed as systematic to the services for the elderly is the fact that the needs of this population are superficially identified and assessed, given the particularities of Romanian socio-cultural context, quantitative importance of rural and bareness of the rural environment comparing to the urban are only two arguments in this matter. This paper attempts to plan the social services for the elderly in Bihor County, starting with an analysis of needs.
