 An Approach to Housing for the Poor in the United States: HOPE IV Revitalization in the Clarksdale Neighborhood

This article is discussing the current policy for urban revitalization in the United States, the characteristics of people who are impacted by it, and the social services that are provided as part of the urban redevelopment projects. It begins with a brief overview of the history of public housing in the United States, and continues with a brief description of the societal shifts that occurred in the 1970s, leading to the current public housing policies which are discussed in detail. Further, current policies are exemplified using the case of Clarksdale revitalization project currently under way in the city of Louisville, KY. The efforts to improve housing options for the poor in Louisville are being evaluated by the first two authors; follow up articles on the evaluation plan and evaluation findings are forthcoming.
