This article examines three structural dilemmas of institutional resilience identified empirically in social services for elderly people in Cluj-Napoca, Romania, during the post-pandemic period (2018-2025): the tension between persistent relational capital and fragile institutional memory, the opposition between the speed of informal collaboration and the legitimacy of formal structures, and the tension between the digitalisation of professional coordination and the digital exclusion of elderly beneficiaries. Based on qualitative research with a longitudinal perspective (constructivist Grounded Theory, two phases of data collection 2022 and 2025 2026), the article argues that these dilemmas are systemically interconnected and cannot be addressed through isolated solutions. Implications for social work practice and social service policy are explicitly discussed.
