In this second part of the impact study concerning family allowances established by Government Ordinance 105/2003, I have analyzed – and presented in histograms, at national level – the number of beneficiaries, distributed by types of proposed allowances. It was proved (using mathematics and informatics) that the number of legal representatives being at pensioning age are representing (medium-monthly at national level) 0.0057% of the total number of beneficiaries (5454 persons), a negligible percentage taking into consideration statistical point of view. In this chapter we have established that the percentage of families, beneficiaries of family allowances is of 21.5% of the total population that is at pensioning age, but the national average is extremely decreased as a result of the private situation of Bucharest municipality (here, the percentage is 1.68% of family beneficiaries).
The final part of the study includes detailed information – labels and histograms – about units of analyzing took into consideration. Thus, among these eight development regions, north-east area (North Moldavia) with a percentage of 32.28 % and South –West (Oltenia) cu 27.09% are most represented. Taking into consideration the percentage of family beneficiaries from the total non-pensioned off population, the counties with much beneficiaries are: Vaslui 40.73%, Botoşani 39,78%, Suceava 34,92%, Călăraşi 32,85% and Bistriţa 31,96%.
