The aim of this study is centered on the concept of a homeless person regarding the lack of identity documents, the experience of working with homeless people, the description of the life universe and the description of public policies in the field of managing the phenomenon of homelessness. In order to highlight the problems faced by homeless people, we used 10 interviews with people in the age group of 23-61 years. The approach is a qualitative one, the technique being the semi-structured interview, to allow a detailed study of the experience of working with homeless people. The results of the research were divided into four categories of topics, focusing on the work experience of specialists, the world of life, the issue of obtaining identity documents and public policies in the field of managing the phenomenon of homelessness in the case of homeless people. The conclusions show that people homeless face the lack of identity documents being conditioned to have access to services and benefits.
